Hello,

If you are experiencing connection issues with the patch downloader I'd recommend you to turn your router off for a couple of minutes and restart Windows in Safe Mode with Networking:

Once restarted, ensure your computer is connecting through Ethernet and then run the World of Warcraft Launcher to see if the issue persists.

When logged onto Windows in Safe Mode with Networking, did you try and connect to the router through the Ethernet adapter?

What security software is installed on your computer?
