I'd recommend you to navigate to the World of Warcraft\Data folder and delete the world.MPQ file. Once deleted run the Repair tool and then run the Launcher.

If your graphic adapter is capable of running the game in DirectX 11 mode, please make sure that the fixedFunction feature is disabled prior to launching the game. Also, DirectX 11 is not supported on Windows XP; you will actually need to switch back to DirectX 9.
