Here is what I would have posted:

Could be interesting with a one-way FFC (Free Faction Change) to deal with A/H ratios on realms that are very one-faction heavy.

FCM could be opened from multiple low pop realms to just a few other low pop realms in hope of getting some more medium-high pop realms, at the cost of some realms just emptying out completely.

Also, I would suggest removing the "recommended" realm status from the realm selection list, as this may "fool" newer players (even though, I guess there are fewer and fewer of those, nowadays) into rolling their first characters on a low pop realm, only to come back here to forums 6 months later and start flaming about their realm's population status.
