While you may not have chosen to lock your XP, playing on a Classic WoW account will effectively do this for you and it is for this reason that expansion-capped players will be placed into PvP battlegrounds with those players who have locked their XP.

I do understand that it’s not so amusing to have to wait long periods of time between each available battleground, but unfortunately the demand at lower levels isn’t as much and we can’t incite other players to similarly halt their XP gain and join the queues to boost numbers. :(

I do hope, however, that those battles you do enter are still adequately enjoyable.
