Often errors like this can arise when a previous attempt has been unsuccessful, and the character may simply require a little time more before it becomes ‘freed up’ for a new attempt – clearing your browser cache and cookies can occasionally help speed this up. :)

On a related note, I can see a large number of unsuccessful payment attempts and it looks like the issue may stem from the payments being disallowed at the level of your bank, so I’d definitely recommend getting in touch with them to see if they could be blocking the transactions for some reason.

As you will hopefully have seen from my various responses above, receiving this particular error message usually means that you’ve either attempted a Character Service and been unsuccessful (and the character remains ‘locked’ as a result of the attempt) or that you’ve recently cancelled a Character Service that you’ve previously attempted, and may now need to wait a few minutes (and log out and back into Battle.net, as well as clearing browser cache for good measure) before the character becomes available again.

I’ve also taken a look at your various Character Transfer attempts today, and I’m afraid they’ve all been unsuccessful at the payment stage. This means that you should either consider speaking directly with your bank to make sure that they’re not blocking things from their side, or that you could try adding a payment profile (‘Settings’ > ‘My Payment Options’ within Account Management) to your Battle.net account before making any further attempts.
